The objective of the assignment is to provide the Ukrainian beneficiaries (NEURC and SE “NPC “Ukrenergo”) with support for drafting of detailed Methodology for Available Cross-border Capacity Calculation, including determination and calculation of the transmission reliability margin (TRM). Methodology for Available Cross-border Capacity Calculation is based on general definitions of transfer capacities and the System Operation Guidelines (SOGL) on procedures for their calculation/assessment given by ENTSO-E, combined with EKC with experiences with practical issues in this area.

The methodology is developed having in mind that the power system of Ukraine is divided into two parts, considering that the main part of the Power System of Ukraine operates simultaneously with power systems of CIS and Baltic states, and the other part – Burshtynska and Zakhidnoukrainskaya region – as part of ENTSO-E Contiental Europe synchronous area. For purposes of developing the methodology, the following categories of a crucial importance for capacity calculation were analysed:

  • Operational security limits, Critical elements/contingencies and allocation constraints;
  • Reliability Margins;
  • Individual and Common Grid Models;
  • Generation and load shift keys;
  • Remedial actions

During the project, EKC delivered:

  • A Final detailed Methodology for Available Cross-border Capacity Calculation, including determination and calculation of the transmission reliability margin
  • Two workshops
  • A specific grid models merging and NTC calculation exercise at UA profile towards ENTSO-E Continental Europe, using concrete CGM and TNA software with the module for automatic NTC calculation.
