HPP Dubrovnik is common technical and technological system spreaded between Bosnia-Herzegovina and Croatia, the production of which is shared by HEP (HR) and HET/ERS (BiH). The factical state is that HPP Dubrovnik is connected to the power system so that the first generator is connected to the 110 kV network through TS Komolac (HR), while the second generator is connected via a 220 kV transmission line directly to the TS Trebinje (BiH).

The TSO of Croatia is planning to strengthen the transmission network in the Dubrovnik area by building the Substation Plat 220/110/35/20 (10) kV. By the planned introduction of the TS Plat, both generators would be linked to the new substation, and therefore directly connected to the power system of Croatia. In these network conditions, it is necessary to review and analyze the position of HET in relation to the evacuation and treatment of its corresponding part of the electricity produced in HPP Dubrovnik.

The following consulting services were provided to HET:

  • Treatment of HET's part of electricity generation from HPP Dubrovnik in terms of real-time balance, primary, secondary and tertiary control reserve, according to the ENTSO-e Operational Handbook
  • The allocation of cross-border transmission capacity, according to the third package of EU legislation (Directive 2009/72 and Regulation EC 714/2009), Network Codes and ENTSO-E Operational Handbook
  • Treatment of electricity generated in terms of cross-border trade (taxes, duties) and the statistical calculations of quota production from renewable sources
  • Real-time control of generator g2
  • Meetings and correspondence with production companies (HEP, ERS), transmission system operators (HOPS, NOS BiH and Elektroprenos), Regulatory Agencies (HERA, DERK) and the relevant Ministry of Bosnia and Herzegovina.
