The conditions, in which power system operate, have experienced drastic changes in the last two decades, given the fact that well-connected interconnection systems run closer and closer to their operation limits and that the stability and reliability of the individual national electric power systems have become very dependent on each other. Taking into account reports on widespread critical situations notably the one that struck the continental part of European interconnection 04.11.2006 and left millions of people in different countries without electricity, ENTSO-E-RG CE has defined procedures, recommendations and rules that must be respected by each individual operator of the transmission system in order to prevent the occurrence and mitigate the consequences of incidents in the network.

In accordance with the stringent rules set out in the new ENTSO-E Policy 5, the main task is the creation of the defense plan of the Montenegrin power system that would provide solutions and recommendations to minimize the consequences of some less probable disturbances or widespread disturbances, which may cause blackout. Defense plan of Montenegrin power system contains the following analyses which have been performed and corresponding set of recommended actions:

  • Prevention measures and surveillance of the system (long term disturbances)
    • OTDF analyses – Observability area determination
    • Simulation of cascading outages (N-1-1) inside of Montenegrin observability area
    • Recommendations for increasing the network security
  • A set of predefined defense measures that can be automatically implemented in the case of critical situation of the power system and prevent a total blackout of the system
    • Frequency stability – creation of under-frequency load shedding plan
    • Transient stability (large disturbance rotor angle stability) – calculation of critical clearing time, transient stability reserve assessment
    • Small disturbance (small signal) rotor angle stability.
