The scope of this Feasibility Study and Environmental Social Impact Assessment is to analyse the potential development of a 110kV connection between SS Vilusi and SS Herceg Novi, and new 400/110kV in SS Brezna. The FS takes into the consideration both local rules governing system operation (TSO Rules and Grid Code) as well as the ENTSO-E Operational Rules and the Guideline for Cost Benefit Analysis of Grid Development Projects.

The further development of electricity market and network in EPS of Montenegro implies the need for the further strengthening of the internal transmission network.

Undertaking this FS, and subsequently implementing the project, will result in:

  1. A structured approach to analyse the construction and development of 110kV and 400kV transmission network, in order to facilitate the transfer of the electricity to the coastal area
  2. Analysis of transfer capacity increase, to facilitate the connection of new renewables in the vicinity of Nikšić, in the context of transmission capacity increase in Montenegro, in general
  3. Improvement of the stability and reliability of the regional network, leading to improvements in the overall security of supply.
  4. A decrease of the technical losses in the transmission system
  5. Improved quality of electricity supply

According to the Scope of work it is necessary to perform the following analyses:

  • Definition of scenarios - network topologies
  • Network based assessments methodologies preparation
  • System modelling and data collection
  • System studies
  • Assessment of the results of the system studies for each project analysed
  • Preparation of the Final Report
