The interconnected power systems are operated closer and closer to its limit with the strong interdependence between the national systems. In order to cope with wide-area disturbances and to prevent their consequences, TSOs should perform precise real – time monitoring of the system dynamic in order to ensure the “on time” information of violations of power system operation security margins. Wide Area Monitoring System ensures monitoring of dynamic system performance and alarming in cases of violations of stability margins by measuring phasors at the same instant (GPS synchronized) in the whole interconnection and real-time processing of the received data. Off-line usage of phasor’s measurements are related to system planning and dynamic analyses, namely post-event analyses, dynamic model validation, root cause analyses, load characteristics, primary frequency responses etc.

WAMS comprises central GUI and Phasor Data Concentrator (PDC) unit together with Phasor Measurement Units (PMU) distributed all over transmission network.

Objectives of this project are:

  • To determine optimal locations (substations) for installing PMUs in order to consider stability issues in transmission network of Montenegro and in the same time to ensure high-quality real-time monitoring inside of ENTSO-E Continental Europe interconnection. Beside this, PMU locations should be defined in such way to achieve highest level of system observability and also to ensure that in the following phases of PMU installation, CGES may achieve full dynamic observability considering the least cost principle.
  • To install PMUs with requested technical characteristics in locations defined in previous bullet and set their parameters accordingly
  • To install central PDC unit in National Dispatching Center of Montenegro together with all requested dynamic stability monitoring functions (low frequency oscillation detection, voltage stability, islanding recovery/resynchronization, transient stability (angle difference), active, reactive and system frequency monitoring) and set its operating parameters.
