The main objective of this project is to develop a detailed power market model and carry out simulations to determine impact of market opening (and other elements of the new Electricity Market Law) on the cost of electricity in Belarus.

The study case model is developed in Antares - specialized software tool used to simulate and test system operation from various aspects (generation dispatch, energy exchange, electricity trading, etc.). The simulations include market welfare maximization, as well as optimal generation dispatch.

The analyses address formation of regulated and free market price by quantifying different influencing factors (generation mix, exchange with neighboring countries, different operation policies of market participants,…). In addition, several alternative scenarios have been analyzed on the basis of the developed model. These alternative scenarios are used to test robustness of the proposed market design and sensitivity of the market price and other market indicators to variations in the market design.
