Review of Frequency and Voltage Control Concepts in the Power System of Rwanda

client: USEA, REG (Rwanda)

type: Analysis (Transmission)

finishing date: February 2020

team: Nebojsa Jovic - Project Manager, M. Ivanovic, B. Lutovac

The main objectives of this Project are:

  • Frequency Control - to perform an analysis of the existing system operation procedures in EUCL for frequency control, including under-frequency load shedding protection scheme and to suggest enhancement of system capabilities in terms of optimal and efficient control of system frequency
  • Voltage Control - to perform an analysis of existing system operation procedures in EUCL for voltage control, including overvoltage and undervoltage protection schemes and to suggest enhancement of system capabilities in the terms of optimal and efficient control of bus voltages.

These objectives are achieved by carrying out the following activities:

  • Frequency Control
    • Conducting a detailed assessment of the existing system operation procedures
    • Fine-tuning the recently developed steady-state and dynamic models;
    • Conducting a frequency stability assessment of the Rwandan power system
    • Providing recommendations for enhancing EUCL operational procedures for system frequency control, as well as recommendations for performing updates of applicable frequency control requirements in the Grid Code
  • Voltage Control
    • Conducting a detailed assessment of the existing system operation procedures
    • Fine-tuning the recently developed steady-state and dynamic models;
    • Conducting a voltage profile assessment of the Rwandan power system
    • Providing recommendations for enhancing EUCL operational procedures for system voltage control, as well as recommendations for performing updates of applicable voltage control requirements in the Grid Code

Type of services provided:

  • Creation and validation of simulation models for steady state analysis
  • Steady state analysis
  • Stability analysis
  • Creation of operational procedures for frequency and voltage control
  • Recommendations for grid code updates
