The goal of the Study is to analyze financial viability of PSHPP Bistrica project in new environment taking into account changes happening in the power sector in Serbia and Western Balkan countries, particularly encompassing liberalization of electricity market, obligations with respect to integration of renewable sources and provision of system services.

This goal is satisfied through several tasks:

  1. Review of the current state of balancing and ancillary services market rules based on national market codes and grid codes; Review of the expected further planned developments rules in Serbia and in Western Balkans region
  2. Determination of the future key variables for the correct cash‐flow modelling of Bistrica PSHPP; Determination of power system performance parameters and expected prices;
  3. Optimisation of a single hydro unit operation (or pump hydro unit) with a high level of detail; Cash flow analyses and determination of financial parameters (min DSCR, Tariffs, Outstanding Debt, IRR...); Risk assessment.
