The goal of the Study was to assess the market benefits that can be generated from commissioning of PSP Kozjak and other potential PSP’s in HSE Group and their operation on the wholesale and balancing market in the future European power system and electricity market in the next 20 years (till 2040).

This goal was satisfied through several tasks:

  • Development of simulation model in PLEXOS for HSE generation portfolio optimization on the wholesale and balancing markets.
  • Analysis of configuration of recently commissioned PSP in the region and recommendations for PSP Kozjak.
  • Long term wholesale market, balancing market and ancillary services provision analyses for Slovenia and neighboring countries (Austria, Italy, Hungary and Croatia) in the scope of pan-European market using the PLEXOS software tool.
  • Techno economic assessment of PSP options for HSE portfolio development.

Type of services provided:

  • Development and validation of PLEXOS simulation model for HSE generation portfolio optimization on the wholesale and balancing markets.
  • Development of energy-market simulation model of Europe in PLEXOS for three target years (2025, 2030 and 2040) based on relevant sources on planned generation development, grid development, demand forecasts, evolution of fuel and carbon prices.
  • European wholesale market analysis and price forecast for Slovenia and neighboring countries (Austria, Italy, Hungary, Croatia) for three target years – 2025, 2030 and 2040.
  • European balancing market analysis for Slovenia and neighboring countries (Austria, Italy, Hungary, Croatia) for three target years – 2025, 2030 and 2040.
