Transmission Network Development Plan of Montenegro - Update

The objectives and the related key deliverables of the scope of work were to update a 10-year development plan for the Transmission System Operator of Montenegro (CGES) according to ENTSO-E recommendations, reflecting also specifics of Montenegrin transmission grid. In particular, the Plan considers the following strategic documents of Montenegro:

  • Rules for the development and monitoring of the ten-year development plans of the transmission system (NRA, July 2016)
  • CGES Grid code (January 2018)
  • Spatial plans of Montenegro

The main goals of the Plan are:

  • Methodological approach
  • Review of the previous development plans and their realization
  • Assessment of the connection of new distribution system to transmission network
  • Estimation of the terminus of connection of conventional and a significant number of renewables.
  • Anticipation of potential uncertainties that may affect the operation of the transmission system in accordance with the complex legal and regulatory framework.
  • Assessment of the impact of possible variations in the implementation of the new projects
  • To assess the reconstruction and revitalization of the existing transmission equipment
  • Re-establishment and correction of a list of projects with their basic characteristics to be implemented over a period of 10 years and beyond, and to propose the implementation plan and the corresponding time-scheduling.
  • To propose the investment plan for the next three years
  • The Plan also used the relevant available transmission network development plans of the neighbouring systems as input for its realization.
